Can Feebas be brilliant in Pokémon Go?

To turn Feebas into Milotic, you will need your Feebas as a buddy and walk 20km with it. After that, you can use 100 Feebas Candy to evolve it. It may seem like a lot, but since then Pokémon Go doesn’t have beauty stats (or competition stats in general) and also doesn’t have prism weights, that’s what we get. :'(

What is the shiny rate for Feebas in Pokémon Go?

According to an old study by the now-defunct website The Silph Road (via the Wayback Machine ), the shiny level of Pokemon on a typical day is roughly one in 500. Feebas is not a confirmed Pokemon that gets a “permaboost” (meaning that it is a rare spawn and thus gets an increased shiny stat).

What can I do to attract more shiny Pokemon?

Not much, unfortunately. It seems to be a coincidence. Catch rates for Shiny Pokemon are set by developer Niantic, and usually only increase during special events like Community Days or Safari Zones, or in Legendary Raids. There are no consumables that increase the rates of shiny Pokemon.
